Based on the concept of diagonally dominant matrices

by compared with the elements of a matrix

by means of some methods in matrix theory and inequality of scaling techniques

the corresponding positive diagonal matrix was constructed

a new sufficient condition to determine nonsingular H-matrices was given and the corresponding results were improved.Thus the applicability of the theorem is remarkably expanded.The advantages were illustrated by a numerical example.
